No that is people just spamming who ever they meet. I've gotten about 20 of those messages and each time I just report the person for using the PSN for Commercial Purpose as it is against the EULA.

Sonys big Point of PSN over Live is that it is free to play for the consumer. if they loose that then they will not have the user base.
